Pictures No Longer Open In Any Photo Viewer

My photos (all file types) will not open in any program except Paint. They will open in Windows Live Photo Gallery sometimes but I usually get "Photo Gallery can't open this photo because you do not have permission to access the file location".

In Windows Photo Viewer I get "Windows Photo Viewer can't open this picture because you don't have the correct permissions to access the file location".

Adobe Photoshop Elements "Could not initialize Photoshop Elements because the file is locked. Use the properties command in the Windows Explorer to unlock the file".

I'm using Windows 7 64bit
