Problem on startup

Whenever I startup or reboot my PC I get the following error message:

There was a problem starting
C:\Users\Richard\AppData\Local\Conduit\BackroundContainer\BackroundContaine r.dll
The specified module cound not be found

Is this a significant problem? Can I just reinstall my Windows 7 install disk?
