Is IE 11 really meant for Windows 7

I keep getting error messages whenever I try to upgrade to IE 11. I've checked on the Tech Guy site about this and I've checked the Microsoft website. If my interpretation of what was said on the Microsoft site is correct IE 11 was issued to suit Windows 8 more that it was for Windows 7.
Which brings me to my question. Has anyone here been able to to upgrade to IE11? If so, did you have any problems with the upgrade?
