Flash player skipping frames

Hello,

Im experiencing some issues while watching movies in flash player, the player is skipping/stops every 30sec or so, its coming from different website in my area. I called my ISP found no issue, Ive updated flashplayer and uncheck hardware acceleration. Any idea ? Ive updated all my hardware also
