W7 won't allow me to change my internet connection

The picture I attached pretty much shows my problem. A. It shows that I'm not connected (see the bars that are grayed out with an x over them), B. it will not allow me to change which source of wifi I'm using, and C. I have a lot of problems where I get disconnected and I am then unable to reconnect (which I think is related to my issue of not being able to change my wifi source).

I'm on a PC with Windows 7. I have a Belkin wifi adapter. I updated the Belkin drivers, still having the problem. I know there is nothing wrong with my wifi nor my wifi extender (both possible sources I can connect to) as my laptop works fine with them, and I can connect or disconnect them with ease. I am pretty sure that the Belkin adapter is fine. I am pretty sure the issue lies in Windows 7, maybe some weird setting I have on or something else. I also run anti-virus software frequently; I just ran Malwarebytes and Spybot and nothing came up.

This is what it used to look like, and I wish it would look like now (see how it shows the other sources of wifi):

Does anyone have any idea of what is wrong? Any setting I can change?
